Pekanbaru as the capital of Riau province, in fact has a dominant position in the management of the market, not least Suka Ramai Central Market. From the research results can be explained that the cooperation agreement between the City of Pekanbaru with PT Makmur Papan Permata on Market Revitalization Development Centre Suka Ramai begins with the Memorandum of Understanding (MoU) between the Government of Pekanbaru as the Holder of management rights by PT Makmur Papan Permata. As a result of the MoU do not have legal consequences for the parties, then the next MoU followed up by the Cooperation Agreement Form is Notaril. Indeed there Pekanbaru City Government policy to engage third parties in the development, but also Pekanbaru City Government has taken steps so that a political cooperation agreement that has been agreed can be implemented.In fact, there are no legal protections as provided in cooperation and other provisions. This can be seen with the implementation of the agreement then they are 27 traders who feel unfairly treated in the process of emptying acreage. In fact, due to legal challenge made by these traders Court consequences of them do not have the right anymore to get a new building. Keputusan Walikota Pekanbaru Nomor 01.a/050/Bappeda/1998 tanggal 2 Januari 1998 tentang Pembentukan Tim Koordinasi Pelaksanaan Pembangunan Peremajaan Pasar Pusat Suka Ramai Pekanbaru.
